This is a cool old pen holder didn't have any makers marks, but was stamped USA under the green cover on the bottom. I accidentally deleted the picture with the USA stamp image, it is under the green base panel which I reaffixed with glue (I had to pull the original seal loose to take pictures and tighten the screw holding the chrome pen holder in place, etc.). But I can say it is marked USA. It has a few small blemishes from age and use but no major flaws etc. Chrome and black Enameled? I think. There are a few flecks or blemishes to the black finish. The pen I put with it is a Parker pen. 

This art deco pen holder has been used and came from an estate sale. It has some general wear and tear. Look closely at the pictures. Sold as is. I had a lot of old pens, so I found 1 that works with it for display purposes, but it was not originally in the pen holder when I found it at an estate sale.
