Appears to be Spleter - It does have a lovely dark color

The lamp to the Top edge measures 14 3/8" ( The cherub is 9" Tall)

( the front edge of the urn the cherub is holding is just a touch lower than the back edge) 

A ruler placed flat side to side on the top measures at 14 3/8" high on both sides

The same ruler front to back measures 14 1/4" at the front and 14 5/8" at the back

Detail is lovely 

There is a fracture above one hand - stabile and sturdy as it is - I might consider a metal epoxy on the inside if you are restoring just to stabilize that area

the top fitter is 3 1/2" Diameter

There are original holes for an electric wire in the lamp
