Police Academy
Plot

Due to a shortage of police officers, Mary Sue Beal, the mayor of an unnamed, English-speaking, North American metropolis, requires the police department to accept all recruit applications. Easy-going Carey Mahoney, a repeat offender, is given a choice by Police Captain Reed: enroll in the police academy to reform himself, or go directly to prison, since Reed is friends with Mahoney's father who is also a cop. There is a loophole that the academy can throw him out but he cannot quit or he would end up in jail. Mahoney agrees to the demand, but plans to perform badly enough to be expelled for cause. The chief of police, Henry Hurst, outraged by the Mayor's plan, decides to make the experience so bad for all new recruits that they will simply give up and resign.

Lieutenant Thaddeus Harris makes their lives miserable, though Commandant Eric Lassard wants to give the new cadets a chance. Harris appoints Copeland and Blankes as cadet squad leaders to help him secretly execute his plan.

Lassard reveals to Mahoney his deal with Capt. Reed: Mahoney must remain at the police academy for the full term. Mahoney falls in love with cadet Karen Thompson and befriends fellow cadets Larvell Jones, a human beatbox, ladies' man George Martin, gun-obsessed security guard Eugene Tackleberry, cowardly man Leslie Barbara, accident-prone Douglas Fackler and gentle giant Moses Hightower.

Blankes and Copeland investigate a party organized by Mahoney, who tricks them by saying that the party is being held at the Blue Oyster, which they quickly discover is actually a gay biker bar. In revenge, the pair plant a prostitute in Mahoney's dormitory, to be found during final room checks to get him expelled. While smuggling her off campus before this happens, Mahoney is forced to hide with her under a microphoned lectern, just as Commandant Lassard leads a group of fellow officers inside the meeting room. While Mahoney is not looking, the prostitute performs fellatio on Lassard as he speaks at the lectern. Mahoney later steps out from under it only to find Lassard still present, leading him to assume that Mahoney performed the deed.

Hightower reveals to Mahoney that he has not driven a car since he was 12. To help Hightower prepare for his cadet driving test, they steal Copeland's small, two-door Honda after ripping out the front seats so that Hightower can fit inside. After Hightower passes the test, Copeland racially insults cadet Laverne Hooks for causing an accident. Hightower, angered by the racial slur, overturns Copeland's police cruiser with him still inside it. Harris ejects Hightower from the academy, upsetting the other cadets.

Blankes and Copeland fail to trick Mahoney into fighting them after they discover Copeland's destroyed car. Barbara stands up for Mahoney and knocks Copeland out with his metal lunch tray. Blankes retaliates, and Mahoney becomes involved in a brawl. When Harris asks who started the fight, Mahoney takes the blame to protect Barbara's cadet standing, and Mahoney is finally expelled from the academy.

While downtown, Fackler throws an apple from his police car window, which hits a man on the back of the head. This triggers a chain reaction of violence which quickly escalates into a full-blown riot. Mahoney, just about to leave, joins the other cadets to help pacify the growing, angry crowd. The cadets are accidentally transported to the epicenter of the rioting, and one criminal steals Blankes and Copeland's revolvers, whereupon the two hide out in the Blue Oyster Bar as the riot grows in size. A gang and their leader goes on to capture Harris, taking him hostage. Mahoney attempts to rescue Harris but is also taken hostage. Hightower appears, deceives the gang's leader, and easily tosses him down a full flight set of stairs to be arrested by Hooks.

Mahoney and Hightower are both reinstated, and for rescuing Harris and capturing his kidnapper, they receive the academy's highest commendation and medals, after which all the police cadets graduate from the academy.

Police Academy 2
Plot

After a random attack by "The Scullions", a gang led by Zed McGlunk (Bobcat Goldthwait), Chief Henry Hurst (George R. Robertson) goes to the 16th precinct, telling Captain Pete Lassard (Howard Hesseman) the precinct is the worst in the city. Lassard protests as Hurst previously cut his budget and workforce, and the remaining officers are outmanned and old, and can no longer get the job done, and that he'll need at least a dozen new recruits if he stands any chance at turning things around.

Hurst allows Lassard six new recruits, but also gives him 30 days to turn the precinct around or he is out. Before he leaves, Lieutenant Mauser (Art Metrano) asks for promotion to Captain if Lassard fails. Capt. Lassard calls his brother Eric (George Gaynes) at the Police Academy, asking him for six recruits. Mauser is seen talking with his dim-witted partner, Sgt. Proctor (Lance Kinsey), as he attempts to take control of the precinct.

The Commandant's top graduates Carey Mahoney (Steve Guttenberg), Larvell Jones (Michael Winslow), Eugene Tackleberry (David Graf), Moses Hightower (Bubba Smith), Laverne Hooks (Marion Ramsey), and Douglas Fackler (Bruce Mahler) arrive from the police academy and join the 16th precinct with some of them assigned to a veteran officer partner. Fackler is assigned to Dooley (Ed Herlihy), Jones to Sistrunk (Sandy Ward), Mahoney to Vinnie Schtulman (Peter Van Norden), and Tackleberry to Sgt. Kathleen Kirkland (Colleen Camp). Tackleberry later confides to Mahoney that he may have fallen in love with Kirkland.

Mauser, determined to become captain, consistently undermines the new recruits, especially Mahoney. On patrol, Mahoney and Schtulman spot a robbery, but the robbers escape due to confusion caused in part by other responding officers. Mauser is about to suspend them, but Mahoney's passionate plea convinces Lassard to give them another chance. Simultaneously, Zed and his gang go "shopping" in a supermarket, causing havoc and chaos.

Mahoney is reassigned by Mauser to patrol a tunnel, resulting in him and his partner being covered with soot. In revenge, he switches Mauser's shampoo with epoxy from Tackleberry's helmet repair kit, gluing Mauser's hands to his hair. He embarrasses himself in front of the station and has to wear a wig throughout the remainder of the film. Capt. Lassard spots some of Zed's men and tries to deal with them, but is over-powered and spray-painted. This humiliation emboldens him to allow the precinct to use "whatever means possible" to contain the gang. Progress is made and most of the gang is captured at The Blue Oyster Bar, but Mauser has most of the charges dropped due to excessive force and procedure violations. Mahoney realizes Mauser did this on purpose so, in revenge, he requests a body cavity search for him.

Later, Tackleberry goes dancing with Kirkland. They profess their love for each other and make love (after removing their numerous concealed weapons). Captain Lassard goes to see his brother Eric, who comes up with the idea to hold a fair. However, Zed's men trash it, putting Lassard out of a job the next day, and Mauser is promoted to captain. His first act is to remove Mahoney, and then Schtulman when he objects to Mahoney's dismissal.

Mahoney, Schtulman, and Lassard get together in a last-ditch attempt to stop the gang. Mahoney goes undercover to infiltrate the gang. Lassard and Schtulman wire him with a Mr. Microphone. As "Jughead", formerly of the gang "The Archies", he infiltrates the gang, finding out both their hiding spot (the abandoned Griffith Park Zoo) and the name of their leader. However, his cover is blown when the microphone cuts into a radio ad, leading to Lassard calling every man to the location. The officers arrive, but are stopped by Mauser.

Mauser attempts to conduct a raid, but Fackler bumps him into an air duct, leading to his capture by Zed and his gang. The officers stage their own raid, overpowering and arresting the gang. Zed attempts to escape with Mahoney, but Lassard blocks him, preparing to shoot Zed. However, Mahoney punches Zed down stairs, where Hooks arrests him. Lassard's gun was not loaded, as he "hasn't carried live ammo since '73". He is later reinstated as captain, as are Mahoney and Schtulman on the force, while Mauser is demoted back to lieutenant.

The officers, including the re-instated Lassard, attend Tackleberry and Kirkland's wedding. They drive off in the monster truck Bigfoot.

Police Academy 3
Plot

In a large parking garage, Commandant Mauser (Art Metrano) and Captain Proctor (Lance Kinsey) meet with Sgts. Chad Copeland (Scott Thomson) and Kyle Blankes (Brant van Hoffman) from Commandant Lassard's police academy. One of the two police academies is going to be phased out by the state government due to budgetary restraints, and Mauser wants them to ensure Lassard fails. Agreeing to the plan, they see it as revenge against Lassard for graduating them at the bottom of their class.

The following day, after the governor (Ed Nelson) announces he will appoint a committee to evaluate which academy will remain open, Mauser lightly cajoles him. Sgt. Jones (Michael Winslow) undermines him by subtly humiliating him in front of the governor. Commandant Lassard (George Gaynes) realizes how to win: with Sgt. Jones and Lt. Callahan (Leslie Easterbrook), he calls back Sgt. Mahoney (Steve Guttenberg), Sgt. Hooks (Marion Ramsey), Sgt. Hightower (Bubba Smith), and Sgt. Tackleberry (David Graf) as trainers for the new recruits.

Among those are Sgt. Fackler's (Bruce Mahler) wife Violet (Debralee Scott), who he opposes joining the force; Sweetchuck (Tim Kazurinsky) and Zed (Bobcat Goldthwait), who have a history as Zed's gang had harassed him when he was a small shop owner; Karen Adams (Shawn Weatherly), a beautiful young woman Mahoney is attracted to but who rejects him; and Tackleberry's brother-in-law Bud Kirkland (Andrew Paris). Tomoko Nogata (Brian Tochi), initially a recruit of Mauser's academy, is transferred by Mauser into Lassard's instead, in the hopes of sabotaging it.

After a few weeks of training, Nogata is lovestruck by Callahan. Sweetchuck contemplates quitting, as his assigned roommate Zed drives him crazy; but Tackleberry dissuades him, taking him under his wing. Copeland and Blankes make the recruits do things so the committee questions their competence. At the recruits' initial failure, Mauser and Proctor tease them. In retaliation, Mahoney tapes Mauser's eyes closed with extremely strong tape while doing a taste test. Proctor removes the tape, but unintentionally pulls off Mauser's eyebrows.

Lassard and Mahoney give a pep talk to the cadets before training resumes. Adams finally warms up to Mahoney after the talk, and they bond. At the policepersons' ball, Mahoney sees his prostitute friend (Georgina Spelvin), and after Proctor insults him and Adams, he has her trick Proctor into stripping naked and then locks him out of the hotel room. Trying to get back to the academy, Proctor accidentally enters the Blue Oyster Bar. Meanwhile, Mauser insults Lassard in front of the recruits by telling him that he is winning. Mahoney retaliates by giving a speech at the ball and puts the microphone in water, so when Mauser grabs it, he gets a shock.

On the final day of the cadet training/evaluation competition, one recruit from each academy attends the governor's ball (Proctor misunderstands and sends two, one of whom is portrayed by David James Elliott). Copeland and Blankes attempts to manipulate the computer system, deliberately sending patrol cars to the wrong locations, but are caught in the act, and Hooks knocks them out. At the governor's party, a gang of thieves dressed as busboys rob the guests, taking the governor hostage. Mauser's cadets promptly faint upon being threatened by the thieves, but Lassard cadet Hedges (David Huband) alerts Mahoney, and Lassard and his crew immediately set out to help. Mauser's academy is ineffective in reacting to the emergency, but Lassard's squad arrives in time to fight off the thieves and rescue the governor.

The governor shuts down Mauser's academy for failing to stop the robbery at the party, so Lassard's stays open. In the epilogue, Lassard speaks about the academy's gratitude for the "many, many" recruits. The graduating class salutes the camera as the film ends.
