Hiroyasu IC-980 pro - it's a tiny budget dual bander with broadcast FM too.

It's programmable via a USB cable - not supplied but very easy to find, as you may already have a USB to USB-C  laying around. I can supply you with the software and it seems to work fine, allowing simple programming of the tx/rx and other features. It has a working scrambler too if you like that sort of thing. It appears to be the usual inversion type with multiple options. I turned it on and and couldn't understand anything!

I actually bought it hoping I could disable the VFO, which one customer was certain it did, but the radio is normal. VFO, and go up and down, or memory. I discovered his feature wasn't available, so he doesn't want it. The unit is tiny, and the speaker tiny too, so much better on an external one I have noted. 25W output means the case has a heat warning sticker. Low power is 10W, so not that low!

I think it would be great for a repeater monitor or a beginner radio.
