You will need to seal the balloon neck once filled, for a single flight a cable tie is sufficient. Balloons can be filled with helium, compressed air or just inflated by mouth if you have the lungs for it.
If
you intend to release this balloon above an altitude of 60m there are
notified airways around the UK where there is a requirement to give the
CAA 28
days notice. It’s an online application form which can be found on the
CAA website, or you can just search for form DAP1919 from the CAA
website. It’s free of charge to do.
