he P.A.C. / R.A.T.s (Programmed Attack Computer Rapid All Terrain) units are experimental robotic assault systems that the Joe team has put through their paces in the fight against Cobra. Essentially, each P.A.C. / R.A.T. unit is a weapon mounted on an off-road chassis, which can be pre-programmed or field controlled to perform various duties. The P.A.C. / R.A.T.s have these statistics and common features:
Armor Plating: each of the P.A.C. / R.A.T. units are equipped with thick, steel armor plating over their vital areas (which is most of the unit, considering their utilitarian designs). This plating offers P.A.C. / R.A.T. units excellent protection from attack. Of course, targeted attacks that strike unarmored sections of the P.A.C. / R.A.T.s can bypass this defense altogether, since the armor isn't complete.
Combat Processor: the P.A.C. / R.A.T. systems have a powerful computer 'brain' that allows them to be used in various ways, either 'on patrol' or 'on attack'. They can be pre-programmed before a mission, re-programmed in the field, or be simply directed by remote, all functions that are likely protected by a special password known to Joes, so that the enemy cannot make use of them.
Infra-red Detectors: in addition to potent camera arrays and the powerful visual processors necessary to properly target enemy vehicles, fortifications, and personnel, the P.A.C. / R.A.T.s are equipped with handy infra-red frequency scanners, allowing them to see in the dark, or track a target by his heat signature.
Quadruple Machine Gun Array: this P.A.C. / R.A.T. is armed with two pairs of twinned machine guns, one of which can swivel in 360 degrees and elevate up to sixty degrees relative to the other gun set, which is fixed in a forward position. The gun pairs each fire to inflict remarkable shooting damage per blast, though if both sets train on one target, the damage is increased significantly.
Radome: in the event that visual processing isn't really an option, the P.A.C. / R.A.T. Machine Gun unit can instead rely on a powerful radar imaging unit, allowing it to target opponents even when normal vision and infra-red frequencies are obscured. This unit even allows the P.A.C. / R.A.T. to target fast-moving aircraft in its patrol / combat modes.
Unique Off-Road Chassis: the machine gun P.A.C. / R.A.T. is equipped with a more standard propulsion mode, in that it simply has four heavy duty, off-road tired to carry it about, as opposed to the more exotic tread mechanisms the other two P.A.C. / R.A.T.s utilize. The wheels don't make this unit any more stable by any means, but they're definitely easier to repair in the field.
He has tight joints, some paint wear and paint rubs, New O-ring and no screw rust.
Appearance: grey helmet with black goggles; grey shirt with red collar and pads on chest and arms; grey gloves and pants; black boots; hook on green belt to hold binoculars.
Accessories: He comes with a PAC RAC remote control, missing his mic and black Footloose M-16; he does have his original large, light green periscope with detachable handle and missing side clip; missing original black communicator attaching to periscope; includes original flat, black binoculars with strap, the figure stand pictured is included. I have also included black handgun, a Funskool gray Mainframe backpack with intact antenna, and Mainframe computer. The two 1991 IMPEL cards #195 are near mint and great for display.

Sneak
Peek is a legend in the Ranger recon battalions. They tell of one
mission where his control unit got overrun. In the ensuing confusion,
Sneak Peek was never recalled. He stayed put, observing enemy
activity, taking notes and sketching maps for two weeks until
somebody remembered he was out there and sent him the signal to
return! He is, of course, Ranger qualified and proficient with all
NATO night-vision devices.
"Patience, endurance, and guts is
what Sneak Peek has plenty of. He's got the patience to creep inch by
inch into enemy territory, carefully bending back every branch and
twig in his way and just as carefully replacing them. He's got the
endurance to sit motionless in cramped cover for days on end, waiting
for the bad guys to show up, and when they do, he's got the guts to
stick around and watch!"
Owen was born in the generally creepy town of Bangor, Maine, where he learned how to become one with the wilderness around him. Owen took those outdoor skills with him to the military upon his enlisting, and before you knew it the man was a fully qualified Army Ranger. His prowess in the field quickly grew to legendary status, particularly after one incident when, after his control team was overrun, Owen was left to fend for himself. Behind enemy lines, he spent weeks taking in data before anyone thought to recall the guy.
Having shown he has what it takes time and time again, Owen was eventually recruited onto the G.I. Joe team - just in time to participate in the first Cobra Island Civil War, where he served as a member of the Joes' advanced reconnaissance team there. His performance there, as well as during several subsequent missions, gained Owen a large measure of respect among his fellow Joes. He was on particularly good terms with Dusty, the two having become good friends, and both spent their leave together at Owen's parents' house on numerous occasions.
