In the Best Offer / Make Offer process the Shipping Cost is Not Negotiable and Free Shipping is Not Offered. You are only negotiating the amount of the item in the listing. Shipping will then be added to that Offer amount after the Offer is accepted.

Shipping Information:  I use calculated shipping in all my listings so shipping is calculated from my zip code to yours. I  ship using the United States Postal Service. If you would like for me to use UPS or Fed Ex, Please, let me know before you pay so I can send you an invoice with the cost for that shipper.  For international buyers, I Only ship through the Global Shipping Program.
