Ceramic Building Tea Bag Dispenser Holder. Could also be used for sugar or creamer packets.  Condition is Used, only flaw to note is small color loss on one corner of lid as can be seen in close up in photo 9. Measures approximately 3.75" square and 6" tall. I think this was part of a village set, since its a building but I am uncertain.
