The work of the famous writer and public figure Ivan Petrovich Belokonsky (1855-1931) traces the history of the Zemstvo movement in Russia, starting from the 60s of the XIX century until 1905. Belokonsky regrets that the Zemstvo movement in Russia did not have the opportunity to develop normally, and reforms, as a rule, became a kind of half measure, an expression of ephemeral trust in the people on the part of the authorities for general reassurance after the next lost war - the Crimean or Russian-Japanese war. The author expresses himself directly and unequivocally in relation to both the current political situation in Russia in the times of Nicholas II, and in relation to previous decades, starting with Nicholas I.

Ivan Petrovich Belokonsky (1855-1931) writer, Zemstvo statistician, public figure close to the Narodniks, had connections with revolutionaries (Zhelyabov and others). The lifetime edition of the book traces the history of the Zemstvo movement in Russia from the 60s of the XIX century until 1905. The problems raised by the author are unexpectedly very relevant in our time. Excellent photo illustrations help the perception of the book.

A zemstvo (Russian: земство, IPA: [ˈzʲɛmstvə], plural zemstva – Russian: земства)[1] was an institution of local government set up during the great emancipation reform of 1861 carried out in Imperial Russia by Emperor Alexander II of Russia. Nikolay Milyutin elaborated the idea of the zemstva, and the first zemstvo laws went into effect in 1864. After the October Revolution the zemstvo system was shut down by the Bolsheviks and replaced with a multilevel system of workers' and peasants' councils ("soviets").
