This is an S. Kirk & Son Sugar Tongs, made of Coin Silver circa 1872-1890,  Monogram TKR that comes from my husbands family.  There were Rusks a couple of generations back, so I know where it's from - on his mother's side.  I was flummoxed at first because I'd never seen any Kirk Repousse piece that wasn't sterling, but it seems early on the company made coin silver, which is only two points under sterling.  The monogram is on the top bend of the tongs.  If you need a photo of it, I'm happy to provide it.  The tongs measure 5" long and weigh 2.2 ounces on my postal scale.  I find no damage - it has a lovely patina.
