This is a very rare 1968 factory test sample in silver.  In 1968-69 Avon produced the Golden Apple candle holder, but this in silver was never produced for the public.  It did not come with the candle like the Golden Apple did.  I paid a fortune for this back in my days of collecting Avon, and was so thrilled to have acquired it.  It was in this Golden Apple box when I bought it, and I don't think there was ever a box that said "silver apple", since this was only a test piece.  Some of these came with a silver bottom and a gold top according to Bud Hastin's Avon book.  There is one paint flaw on the lid as shown.  That paint chip was there when I bought it.  This is a rarely seen item and very hard to come by.
