Simple twist lock mechanism.

Instructions:
Turn inner knob anti-clockwise until the jaws are narrow enough to pass through the fuel filler neck.
Holding the cap in place, turn the knob clockwise, until slight resistance is felt. The cap is now locked and sealed in place.
To remove cap turn the inner knob anti-clockwise until the jaws are clear of the filler neck.
