This is a vintage piece, probably from the 90s, from the New York designer label Morgane Le Fay. This studio is known for its silk couture and its pieces are all made in New York by skilled artisans. This is an all-silk piece and is truly a showstopper. 

It features a maxi-length coat with 3/4 sleeves, a button-front, and a translucent inner layer that buttons to the inside. It's possible that this layer could be a skirt on its own, but I'm not sure what the designer's true vision was there (worth asking!).  

It comes with dress pants with side pockets. The back pockets are for design only. The coat has two small pockets in the front as well.

This piece is modified by a tailor. It had shoulder pads that were removed, the pants are hemmed at the waist, and the coat is hemmed in the back so that it sits better at the waistline. 

This piece has no known imperfections, rips, or stains. It has been very gently hand-washed with mild silk-safe detergent.
