Very dark brown moire fabric, probably nylon or rayon, it makes a swishy sound and is cool to the touch. 

The skirt has either lost any tags that it had, or it is handmade.  If handmade, its really well done, seems manufactured. 

High waist with a tailored waistband, back zipper, and two long slits up the sides to allow more freedom of movement.  

No size marked on this skirt at all, but it measures like a size XS and is shown on a size small model (it is prohibitively tight in the model's hip area, this is def an XS).  
The color and silhoutte make this a fantastic basic for a business casual work environment, or any chic wardrobe; and the moire treatment of the fabric gives it that something special, to make it stand out from a standard maxi.
