I was a Sales Rep for the Sheaffer Pen Company from 1979 to 1983.  The company was riding high at the time with its Targa, Kaleidoscope, NoNonsense, and Calligraphy product lines.  The company ventured into licensed products starting at the top opening an agreement with Walt Disney Productions.  The Disney images effectively upgraded sales within Sheaffer's creative graphic Kaleidoscope Ballpoint Pen line.  The #70724 display pack provided 4 each Mickey Mouse, Minnie Mouse, and Donald Duck ballpoint pens in a small point-of-purchase display.  The Mickey Mouse pens sold so rapidly that Sheaffer eventually sold Mickey's pen exclusively in the #70726 display pack.  During a recent move away from California I came across these NEW old stock Mickey pens still in their original packaging from around 1980.  The clear plastic has aged and yellowed but that basically confirms their authenticity.  Some of the labeling has loosened and may be missing but the package itself is tight and secure--it's up to you if you want to remove it.
