This is #15 of the 100 Years of Dreams pin series from the Disney Store. 

Toy Story 2 is a smaller oval pin, with "Toy Story 2" hanging slightly below the oval shape.

 ("Disney Pixar" is in small blue letters above TS2.) The oval border depicts a rope (lasso).

 The rope border is the same yellow in Jessie's & Woody's clothes and the TS2 letters.
Jessie, Woody and Bullseye appear to be saying Howdy.

"1999" in very small black print underneath Jessie's outstretched arm.
