American or British (due to OPTI zippers) vintage red track jacket or warm up top. Full zip, navy blue double stripes. 1970's or 1960's. High collar of 4 inches. Tag reads "Dress" as the manufacturer with the size of M.
I have also seen these listed as a mod cycling jacket from the 1970's.
