This is Borroughs specialty tool BT-3007, Carb Linkage Bender & Power Valve Wrench, for 1962-84 Buick, Cadillac, Chevy, Olds, Pontiac, Chevy & GMC Trucks using Rochester carburetors.
The tool is in overall nice condition, some very minor powdery rust you’ll be hard pressed to see but otherwise clean, complete and undamaged condition.
Borroughs began as a carburetor specialty tool manufacturer for Oldsmobile and later other GM divisions, for 3 decades from 1949 through the early seventies, in competition with Kent Moore; it is now manufacturing tools for many different marques and is owned by the same company that owns Kent Moore, and OTC tool manufacturers. You can find these nice old tools listed in the United Motor Service (GM) catalogs of their day and in some service manuals.
