This is a 19th-century brass dial meter.  The scale is zero to 20 volts.  Wooden case with blue/green glass dial.  The mechanism is a self balanced / weighted style without spring.  Extremely fast needle movement makes it ideal for alternating current signal usage.

The condition is excellent.  Some scratches/scuffs associated with age.  The wooden case is cracked on the rear side, but it does not affect functionality or stability. The meter is fully working and deflects accurately.  The needle is extraordinarily fast moving.
