This is a 1920 Argentina "Philanthropic Association" Bronze Medal by Rossi NGC MS62BN (Mint State 62 Brown). This medal is 31mm and encapsulated nicely with the attachment. The medal does have some darker areas of stuff, but the design stands out nicely while the fields have like a glossy reflective look.
