Original McDonald's Happy Meal toy from 2000.
This was originally part of the BARBIE "Once in a Lifetime" set.
There were two Barbie sets offered in 2000, one in January and one in October.
These are not numbered sequentially as there were also two Hot Wheels toys available each week.
