The toy uses 2 AAA batteries to power it.  I tested the toy and it works.  Battery terminals are clean.  I don't ship electronics with batteries.  To turn it on, press the arm and select what you want it to sing.  Press the tummy to make it make sounds.  Sound was clear.  It is missing the shirt.  The brand / care tag is attached and easy to read.  Comes from a non smoking household.
