Feuerwerker is a designation for NCO’s, and Jr. officers of the military technical service with several years of specialized training for construction, maintenance, and destruction of ammunition.

This likely was a NCO candidate (Obergefreiter = Senior Corporal) thatwould have been promoted to NCO upon graduation, as his return address shows he was in the 5^th Company of the Army Ammunition Specialist School II. First one of these I have seen.
