This is a Belgian commemorative euro coin minted in 2009 to celebrate the 10th anniversary since the establishment of European Monetary Union. Every other country-member of the union has also circulated a similar coin, so this one is part of this special set. It would be a great addition to any collection of commemorative euro coins.
