non working

installed a new battery but does not work

the seconds hands moves forward and back a little seems like it is trying to move but doesn't 

the front has a small scratch it is not felt with your fingernail so i am not sure if its a scratch or something underneath the glass 

watch itself looks to be in excellent condition / may have never been used
