This is a 10-inch action figure of a boy character from the Disney animated TV show "Handy Manny". It was manufactured by Mattel in 2007 and features a talking function. The figure does not come with any tools. It is not clear who the "Featured Person/Artist" Tool refers to. Works great does have scuff marks on it check pictures for details.
