A plate flaw from the 1942 National Welfare (POMOĆ) Issue.  The stamp is Mi III, flaw of white spot over the last "A" in "NEZAVISNA".  It is in a pair with a normal stamp, MNH.  Very low start price as Michel catalog value is 15€ ($16.50).  Please see scan for condition.
