Antique? Jessie Willcox Smith Twinkle Twinkle Little Star Framed Print

Not sure if it's an antique but if not it's close!
I have seen a couple of dates regarding when
this print was made. One was that it was in the
1909 Women's Home Companion magazine. The
other mentioned 1913. My guess is that it may be
a magazine cover that was framed perhaps 100years
ago. The glass has many imperfections that shows age
and there are a couple of minor edge chips in pictures
number 8 and 10. Very hard to show in the photos.
Picture 9 is showing a little bit of waving in the print
due to time. Again basically impossible to show
in the photo. These issues aren't really concerning
in my opinion considering the age.
The glass also has lines and bubbles that are in
the glass from when it was made.

The frame has some scattered marks and one
corner is cracked as shown in the last picture.
The back is messy, nails are rusty and some are
missing. Part of the backing is missing and at some
point there was paper glued across the back that is
mostly gone. Not sure if this was the original frame
or re-used. The hanging wire is attached to an eye
hook that is coming loose and the other side is
wrapped around a nail. I didn't want to take anything
apart to see the print so just selling as is as found.
