This is a National AITE Panasonic ES516-A Urbanites Pocket Electric Card Shaver Japan. Looks to be unused, but has some scratches from storage. Comes with Charger, case, and replacement battery.  Original battery is included also.  Razor measures 3 1/2" x 2" x 1/2". Metal construction. Works great!!
