1980s  Unusual Panorama China mug with Portrait of gentleman Signed

No idea who this gentleman is and the signature is difficult to make out Never seen one like this before. Any assistance on identifying who this is would be much appreciated.

The mug stands 10.5cm tall and has an open diameter of 8cm. 

Condition - hairline to the front

All items are very well packaged and proof of postage is always obtained from the Post Office.
