In cases where a large volume of timber was available, but no way to access it, the old timers would build "incline" rail systems. Loads of logs were let down steep inclines on cars, unloaded at the bottom onto a waiting train and then the empties pulled back to the top by big steam donkey's. The problem was speed. often the donkey was not able to hold the weight of the car back and there would be a wreck. So...Why not have a boiler mounted on a car, powering an air compressor and have it manned by (very brave) men who would control the speed by applying the brakes on the cars.....hmmm.
