HO Mehano Lehigh Valley "Asa Packer" Pacific 4-6-2 Steam Loco w/ DCC Not Running

This listing is for a HO Gauge Mehano lehigh Valley powered 4-6-2 steam locomotive "Asa Parker". The loco has been fitted with a DCC decoder. It is in very good physical condition. However when I put it on the DCC test track my NCE power cab reads"Can not read CV" So please buy this as not working and in need of repair.
