What a highly unusual cover and stamp!  This 1870's multi-postmarked Japan cover boasts a highly unusual stamp which appears to have a syllabic enclosed within a hexagon versus a square! (See enlarged Image #2).  Moreover, a personal letter is written on the inside (see Image # 4).

     A computer translation of the postmark on back reads "Kobe" and a dubious, uncertain translation of the address reads "National Association of State Treasuries."  Attempts were made to translate the inside letter without success.    

     Quality of the cover is fair with soiling and edge tears.
