This is a Derek Heart short sleeve short romper in navy blue and white stripes.  This has an elastic boat neck, adjustable tie sleeves, elastic waist, 2 on seam pockets, and ruching detail at the outside hem of the shorts.  The measurements lying flat are: Chest 15, neck 12, arm from neck to cuff 7, waist at rest 13 - stretched 17, rise 12, inseam 2, and length of shorts 14 - total length from top of the shoulder to hem is 28".  This is super cute and comfy!  Please contact me with any questions.
