If you are not sure how Ebay's Global Shipping Program works, I mail the item to an International Shipping Center in the US and Ebay handles the International Mailing.  Therefore I do not set the shipping rates  charged at all; in fact I have no idea what rate is determined by Ebay.  I have no input inference to shipping fees, import fees and taxes.
