Below is some basic info on Theodore Deck.

Joseph-Théodore Deck (1823-1891), born in Guebwiller, he began learning the trade in his early 20s, moving to Paris by the age 24. Deck specialized in researching glazes and colors, inspired by Middle-Eastern and Far-Eastern ceramics. This example, with its bright colored plant motifs superimposed over a yellow ground with spiral patterns, was derived from Japanese 17th-century Kutani. A plate with similar design depicting a spray of flowers and butterflies painted earthenware is displayed at Exhibition Universelle, Paris, ca. 1878. Another plate with this same design is listed on Wikipedia as circa 1875 and display in Baltimore's Walter Art Museum.
