You are looking at a Bob the Builder Friction powered Gripper from Born to Play. Gripper's friction works fine, but does better on smooth/flat surfaces. The upper rope on his hook is hard to roll up and does get caught when going up. The black area does seem to be a bit broken as this seams to be the reason why the rope is getting stuck. Please see pictures.
