This set is a Twist Pile carpet.

 Felt backing, very hard wearing
 
Glitter Pad, each one has been cut to 

20 inches wide x 8 inches depth

and the edges have been bound   

Simply fix them to your stair treads with double sided tape, carpet adhesive 

or any method that will fix them securely.
