Valeri Anatolevich Mashnitski was born in 1934 in Moscow into a family of an officer. As a young boy he lived with his parents in various places in the USSR, from Siberia to Ukraine. In 1954 he graduated from the Moscow Art College and moved to the Ukrainian regional center Kherson. There he became a member of the Ukrainian Artist Union with regular participation in local, regional and republican exhibitions.
