TRW TDC-1007 is an 8-Bit LSI ADC Vintage and Rare Ceramic Gold. Yes this sucker contains gold!  How much I don't know.  The IC also has a metal top for sinking purposes but could be to protect the ceramic case.

It will operate accurately without the use of an external sample-and-hold amplifier, with analog input signals having, the output in binary, two's complement, or inverse data coding formats.

The TDC1007 is an 8 bit fully parallel flash analog-to-digital converter without external sample-and-hold amp.  TTL compatible inputs and outputs.  This was used for video systems PAL or NTSC, Radar Systems, Multiplexed Data Acquisition.
