The chrome brackets and upright are the most valuable items in this package, I consider you are buying these and the other two vinyl items are along for the ride.  The seat looks in good condition but the staples that hold the vinyl in place are a bit rusted.  The bag is in good condition structurally, but it has some flecks of something near the top and is missing the velcro fastener so there is some glue residue where the velcro used to be.

The chrome is in excellent condition and you will be happy to mount it on your ride.  Polished up, excellent quality, not cheap chroming.  

I'm not sure what models it fits but I am assuming the XL Sportster line.

Here are the measurements for the brackets:

7 5/8ths from center to center of the holes for the fender studs.

8" width opening towards the front of the fender mount and 8 3/16ths opening towards the rear of the fender.

1 1/2" spacing cut out of the bracket.
