There is no background color to this vinyl decal. The sticker/decal itself is the letters/image. The background color will be whatever you apply the sticker to. 

I use a vinyl material that is semi permanent and will last outdoors up to 6 years.

Here are written instructions: Vinyl Decal Application Instructions:

1. Thoroughly clean window surface with glass cleaner or soap and water.

2. Wipe same area with rubbing alcohol to remove cleaning residue and allow to dry.

3. Peel off backing of decal (white or blue piece of paper). leaving transfer tape attached (transparent piece) 

4. Position and Apply decals to window starting at top and working down, pressing firmly with hand trying to keep any bubbles from forming under vinyl. 

5. smooth and burnish the surface with a credit card or gift card using even pressure to help push out bubbles and securing all surfaces of the vinyl to the window. 

6. Slowly remove transfer tape (transparent piece) making sure no vinyl is coming off with it.

7. Allow at least 24 hours before getting wet.
