According to Dave Watry on the Internet, this was a promotional item sold at Mobile Gas Stations in New Zealand.  The (sealed) envelope contains a 24-page, unbound booklet with various activities all related to the Lord of the Rings.  

Decidedly for children probably 8-12 years old...though young adults and adults may enjoy them as well.  It consists of 24 games, puzzles and coloring activities, such as connect the dots, mazes, map puzzle, spot the difference in the pictures, code decipher and crossword puzzles.  There are no board games.  

The Lord of the Rings collectible was NOT sold in the U.S. and would be the perfect addition to any LOTR memorabilia collection.
