Condition is FOR REPAIR or PARTS:

• I can't get it to zero properly - it reads over 150V on a 115V circuit and the need doesn't zero at rest
  
• Meter has some light scuffs from use
• One of the tabs is missing on the battery cover - it still stays in place, but is a bit loose
  
• Someone who knows how to service these can probably make it work accurately again
