There is no manufacturer name on any of the packaging however some of these bears that are visible under the packaging are very similar to or match the teddy bears in the wallpaper: C&A Wallcoverings of Ohio, USA, Pattern KK2051 Run 13, which I have 2 rolls of and, if still available, are also listed in my shop.

Colors are a very light cream background with a blue border.  Bears are light brown and I believe all are wearing various shades of blue overalls.  There is a picnic scene, a pulling a wagon scene, a kite flying scene, several stuffed animals, a pull toy duck, and a frog and flowers and mushrooms.  There is a yellow house in the background as well.
