I ship most cards that sell for $20 or less using the eBay Envelope Program which will be shipped in a case, sleeve and white envelope unless noted otherwise.  

For the Best Offer Option, I do try my best to review the offer and not leave you waiting too long or letting it expire as I know how frustrating that can be.  I try to price most cards at a fair price so that a best offer may not be necessary.
