I ship most cards that sell for $20 or less using the eBay Envelope Program which will be shipped in a case, sleeve and white envelope unless noted otherwise.  You can request for it to be shipped First Class or Priority Mail if you want to pay the difference in shipping cost.  Sometimes shipping may be upgraded at no additional cost when sold for over $20 or you purchase multiple items.

For the Best Offer Option, I do try my best to review your offer and not leave you waiting too long or letting it expire as I know how frustrating that can be.  I try to price most cards at a fair price so that a best offer may not always be necessary.
