The Group of States against Corruption (GRECO), the Council of Europe's anticorruption monitoring body with its Headquarters in Strasbourg (France), was established, in 1999, as an enlarged Partial Agreement by 17 Council of Europe member States. GRECO which is open not only to European States has currently 46 members, including the USA. With the exception of Liechtenstein and San Marino all Council of Europe members are also members of GRECO.
