This is a unique piece.  This is a WCW wrestling action figure set/accessory.  This is a WCW Championship belt buckle for kids.  This plastic belt buckle is the tag team championship buckle.  Inside the buckle is a ring with two small Nasty Boys wrestling figures.  The Nasty Boys are Brian Knobbs and Jerry Sags.  There should be a second set of figures in the packet too but they were removed.  I am the original owned of the buckle.  I purchased it back in 1997 from the store as it currently is.  When I purchased it, the other tag team had already been removed.  However, the rest of the package is in great shape.  Nothing else has ever been removed from the package and only where the second tag team was has the bubble detached from the card.  It is in great shape overall considering the age.  You can see the pictures show this is a great piece and is hard to find.  It is not perfect with the missing second tag team but the majority of the set is in great shape.  See the pictures for more information.  The set comes from a pet/smoke free home.
