This old Victor Cine Model 4 runs at all speeds but it was not tested with film.   The sprocket and take up spool are turning, so it's probably OK.  The camera has a bit of a quirky loading system utilizing a metal strap with a little tension on it that apparently keeps a bit of pressure on the feed reel for whatever reason.         To load/remove the feed reel you have to push up the end of the strap to allow the reel to be put in place or removed (pics 7 and 8).  Don't ask my how the film is threaded thru the gate/sprocket assembly on this thing!!
     The lens, a 15mm Wollensak F/2.7 Velostigmat, appears to be a fixed focus AND F-stop variety, probably the cheapest 15mm you could buy back in the day! It appears to be a bit hazy. 
     There seems to be an issue with the latch on the turret. It's been very difficult to turn it. It's a pull up to release, and it takes extra effort to get it to release and turn.  The wind crank also seems to take a bit more effort to turn than other 16mm cameras we've had in the past. 
     The optical finder has a neat feature in it; a tiny "pendulum" the hangs down in the front element housing to indicate if the camera is being held level! 
     Cosmetically, the camera shows some wear but seems to be better than most of these I've seen on here.  It comes in a heavy duty lined wood case (heavy; 6+ lbs)!), as shown.
